get a phone with caller display, not expensive, then sign up to BT privacy(free) and at least you will be able to see that the call is withheld without using 1471, if you tell people you know that you won't answer if number is withheld then you will always see who is calling before you answer( like the mother in law)

RE:
Keep getting phone calls from withheld number!?
I'm with BT. If I answer the phone it goes dead and when I dial 1471 The caller has withheld their number. Most of the time it only rings a couple of times and then stops. It started a few weeks back but I'm getting more and more calls each day!

Take note of this too. I didn't know this about toll free numbers:
"Toll Free and Pay-per-Call numbers - Whether or not you block your caller ID, the owners of toll-free telephone numbers -- 888, 877 and 866 -- can collect your telephone number though a technology called "Automatic Number Identification," or ANI. While not every company offering a toll-free number is interested in capturing your personal information, many companies do profit greatly from collecting and distributing your name, phone number and spending habits. Pay-per-call numbers -- 900 calls or other area codes starting with "9" -- fall under the same guidelines. However, with 900 numbers, you not only pay for the call, but also give out your number so it can be sold to others."

Whose Number Records Database: https://tr.im/863peoplesearch
Public records are named so because these are records that are meant to be obtained by general public so when you say "public", it may be anybody. Public record information may be used by anybody for inspections along with other things such as genealogy, verifications, and free background check. Whenever you state it is public, you don't need to to ask authorization to the individual who is named in the reports or the person who you might be examining. You additionally have no reason to request authorization from your federal government if you wish to acquire this kind of data by ssn. All you need to do would be to go to them and stick to the process of requesting the public records and then wait for the records to be ready for pick up. Once you already have the records that you need, you are now ready to perform a withheld number reverse phone check.

This is a company using an automated service. As soon as you pick up the company gets paid. Phone 0845 5070 0707 this is the telephone preference. You may have to wait a couple of days for it to 'kick in' but eventually these cold calls should stop. It work along side of the mailing preference service.

You'll probably find (if you catch the call) that's it's a recording of a yank bloke telling you that you've been "selected" for one of their holidays which, if you listen long enough, they tell you will cost £199. Listen on, and he'll tell you to press nine for further details. NOTE: This does NOT cost you anything, so do it, and you'll actually get a yankee human asking how he can help you. Your reply must then be "Yes - get my number off your bloody list, and stop your machine from keep phoning me. Now f**k off" - and guess what? THEY DO ! ! !

This ia apparently a computer generated call that logs when people answer for telesales people to call at a later date. Apparently if you press the hash key 6/7 times it confuses the computer. Dont know how true it is.
If it doesnt stop you can request to be removed from databases etc... also when electoral form comes ensure you go on the one that people cant get.
