To trust God fully means to trust him even when we don't understand why events occur as they do.

It is a prophetic verse in which the writer is telling the reader that the focus of the vision is the future, not the present (the time at which the writer wrote it). The time frame that this verse speaks of is an appointed time--a time designated for this event to occur. That appointed time is the end time, the last days.
The rest of the chapter lets you know the subject of this prophecy.
It is basically saying that judgment will come in the last days, in the end. Now, people are living as they want to live, seemingly as if they are not judged by God. But Habakkuk states that although his coming is not at that present time, and while it will seem like a long time, judgment will come. Judgment is the word of God, because Jesus said that the Judge will be the word of God. We will be judged by God's word. Jesus is God's word. So, this verse is saying that Jesus will come, although he tarries, he will come, he will not wait forever.

Bible scholars believe these are the last days. The "vision" is set for an appointed time, but we won't understand the "vision" until the appointed time because it tarries. This was written several thousand years ago when there was no such thing as electricty, computers, cars, airplanes, or any of todays modern marvels or weapons of war.

Habbakuk is doing a typical "prophet thing" of giving himself leeway on when the prophecy will come to pass. He does so by having God tell him to be patient and that even if he doesn't see the fulfillment, it's delayed but coming. This tells the reader to be patient and even though the prophecy seems to be false, it's really true, but just tarrying. The check's in the mail. You have to be ambiguous in a country where they stone false prophets.

In context with the previous verse; v 2, write the vision out plainly (who, what, when, where, why, how); v 3 it will happen just wait for it to occur. (i.e. do not expect it to happen the moment one finishes writing the vision).
