How do you get pin curls to stay in?

my hair basically rejects pin curls, no matter how many bobby pins I use. I need to put my hair like that under a wig cap. What's the secret?

I should add that I have shoulder length, thick & mostly straight hair (it has wavy tendencies sometimes.)
