Some dogs just do this. As long as he is not biting too far down and making them bleed it's fine, though probably annoying. Keep an eye on his feet. The constant moisture can lead to fungal or yeast infections in the nail bed, so keep an eye out for redness or tenderness or discoloration around the nailbed. Some dogs do it because their nails are too long and get caught on stuff and it hurts. Regularly trim your dog's nails and see if that helps. Also, give him something else to do. Some dogs do it because they are bored.

I have worked with alot of animals in my life. The reason he could be bitting them is cause of nerves or cause they need to be clipped. Some animals do certain things when there nervous. Like they lick themselves or pull there hair out till they have a bald spot. Give him some activities to do. Go to your local petsmart they can really help you with finding things to keep him busy. It also could be an infection bothering him. If the nail r not maintained they infected.

If your dog is biting his nails it means you need to take him to the groomer and have them clipped.

The nails could be a bit too long, and are starting to bother him. Also, allergies in dogs typically manifest themselves in the paws, especially at first, and it could just be his way of scratching his itch!
