I am Sacramento County, but I received a parking ticket in a city by a county parking enforcement person. It seems strange to me, since we receive police services from the city and not the county...and the money would go to the county and not the city.

County law enforcement officials can cite people for any violation that happens within that county. It may seem strange, but county sheriffs pull people over and write tickets all the time, and in a lot of cases the county doesn't get the money when the fine is paid. Ideally, law enforcement officials would simply enforce the law within their respective jurisdictions without thinking of "who gets the money" for a ticket or a bust, but most of the time there is a HUGE turf war between state, county, and municipal police. In your case, however, the sheriff who wrote you the ticket obviously cared more about enforcing the law than he did about making a few more bucks for the county.

Yes. County departments have jurisdiction over the entire county. Incorporated or not. Cities can't write tickets in county areas though.

Since you are in the county I would say yes. Same as since you are in the state of California a CHP could also cite you in the city.

State police can patrol the whole state without problems.
County police can patrol the whole county regardless of city limits.

Local police can only patrol the city.

they are experienced to estimate speeds, and in case you have been doing 75 in a 30mph zone it relatively is reckless employing. I doubt you would be waiting to get it dropped to a clumsy employing. usually reckless is 12 factors and you lose your license, and careless is 4 factors. you will get it dropped to a 6 factor dashing cost ticket. anticipate paying $500 to $750 on your cost ticket.

I would expect they can but don't unless the violation was really bad. You park in their driveway?
