I don't know about the ratios, but a 16-year old hit me by making a right turn from the left lane. When I spoke with her father he told me he would pay for the repairs in cash because this was the THIRD wreck in three weeks since she had been driving.
On a guesstimate, I'd say the 1 in 5 would probably be realistic.
