Contact your local PD and pass this information on. Know that there aren't too many circumstances where someone will becarted off to jail just because they're operating a car with no license, registration or insurance. That ususally is a court appearence with a fine.
Plus...cops usually don't sit outside a house waiting for someone to drive off. Not unless they have it on good information that the person is involved in something much more serious than the violations that you mentioned.

this sounds like a personal vendetta to me..law enforcement have real crimes to worry about. this is against the law, but the law probably doesnt really care about this when they have more important things to work first
