Remeber this rule. You can change to low res from hi res. Not the other way around. To change the size, go to Image ---> Image size to change it.

you can change the resolution without changing size but by changing the res, you ARE going to change the quality. There are going to be more pixels or less pixels in one square cm of your image. If you go down in your res, you are going to have less quality of an image. If you have a 72 res image and change it to 300 res, it's not going to enhance your image.

It all depends on the spec of your original image - if your original is of a lower spec then you are going to lose quality. You alter resolution and size in the image/image size menu. With more info I can give you more detail.

Go to image, and then image size. Depends on what you are doing, if you are taking it from 500dpi to 300dpi, then the quality wont decrease, but if you are taking it from 72 dpi to 300 dpi it will greatly decrease the quality, all it will do it blow up the pixels you already have, it will not add pixels.

if you are going to print this image then:
in image size > DOCUMENT size group >
adjust the size of your image to fit into the 27x20 cm .
don't forget to make the three checkboxes at the botom of the dialoge CHECKED.
good luck.
