I have a hard time finding real women who like to wear nylons and get a foot massage. When I was back east, I had no problems finding women ready and willing to let me tickle and massage their feet while in nylons or pantyhose. Is San Diego a bad location for this activity?

There are lots of women here in San Diego who love what you are looking for. The problem is that this question looks like a solicitation for getting together and you are not likely to get good results here.
What you need to do is make friends first, and build the friendship (through trust and respect) to the point where they will feel comfortable allowing you to massage them. Start with a shoulder and back massage. Massage their arms and hands. When the time is right, offer a foot massage and then you can investigate the possibilities of tickling as well.
