Cook up a special dinner for her - something she really likes. Add candle light, music that she finds to be romantic, and a good back massage. Tell her how important she is in your life and how much you love her. Make it "her special night", no interruptions or problems, just you two enjoying each other's companionship.

A treasure hunt is fun, easy and romantic. Have a note taped to the door she always uses when she comes home. Have a clue on that note that will make her go look in the oven for example. In the oven can be a candle or her favorite bubble bath (you do not have to but new, use what she already has) and another clue. It can lead her to the laundry room where two big fluffy towels are warming in the dryer with a note on the dryer door telling her to take the towels and bubble bath to the bathroom. In the bathroom she will find you have already drawn her a bubble bath and there is a bottle of baby oil with a note that says not to open until she is done with her bath. After her bath, the note tells her to dry off and take just the baby oil to the bedroom, where you will be waiting for her to give her a full body massage... Or something like that... Very romantic, easy, low or no cost but means a million... Also, do not forget to have candles lit around the tub and the bathroom dark except for the candles... Good Luck...

Candlelit dinner is always nice -- doesn't have to be anything fancy -- simple is good -- salad, garlic bread and spaghetti would be fine if she likes Italian. Light a few scented candles thoughout the house. Tablecloth and candles on the table, maybe some flowers if you can get them cheap. Add wine or favorite beverage.. Use real plates and glasses Viola!
P.S. As a bonus, if she likes a clean house, clean it.

Have a themed night. Does she have a favouite smell? or fruit or anything?
A couple of months ago, I bought my gf some strawberry body butter, strawberry scented candles, strawberry bubble bath, strawberry soap.
I then arranged for her mother to babysit her children, whilst my gf was out of the house, I ran her a really hot bath with the strawberry stuff in it, scattered some rose petals into the bath water, left 2 dozen red roses on the bed and poored her a large rum and coke for when she was in the bath.
I also left a dish of strawberries and cream by the side of the bath for her to eat whilst soaking.
She loved it!
It wasnt that expensive either.

Put on some soft music turn down the lights and lite some candles, make her her favorite food and do the dishes your self. If you act romantic it will be romantic.

How about running her a bubble bath with some candles around the tub. Fix her dinner for the two of you with a few candle's on the table with no lights on. None of that cost that much and she will love it. Trust me.

If your of age, surprise her with a bottle of wine and chocolate dipped strawberries. She will love it! If you dont want to spend too much money buy a cheap bottle of wine, if you look hard enough, the chocolate and strawberries should only cost about $6. Total aphrodisiac too. Kinda romantic.

Set up a room with all candles, or better yet, draw a bubble bath for her with candles around the tub. Hand her a glass of champagne and hop right in!

Spending more and leaving the house might impress her more. Cook for her and have a candle light dinner at your house, music playing softly in the background and give her a massage. Oh, and doen't expect sex afterwards.
