No, because it decomposes in the ocean. About 10 years ago, New Jersey beaches used to have washed up garbage on the Sandy Hook beaches from New York's trash being dumped in the ocean. Since it was banned, the ocean has been much cleaner.

General garbage is full of all sorts of nasty things like heavy metals and chemicals. Rubbish also decomposes. The likely outcome therefore is that it is far more likely to kill organisms than provide any sort of habitat.
