You need a remote control tester, i have one beside me!

Find another device which has a working remote.Press a function on the suspect TV remote and point it at the device whilst at the same time try out the device's remote.If the device does not respond it means that the TV remote is transmitting enough stuff to interfere with the device remote.It does not prove that the TV remote is working properly but it is a start.

to test if your remore is working. first turn on your radio. i did this a long time back. then point the remote towards your radio or close to it. i guess u have to be in the Medium wave band. Bring the remote close and tune the radio. u should hear a pulse sorta noise. if you dont then there is a problem with ur remote. Also cross check with an existing remote. if this works then let me know. another way to do so is to use a handy cam and point it towards the handycam. you should see a visual flicker if its working. try it with a digital camera. i have never done it though. also if u have night mode in your handy cam then it should give you better results. do let me know if any of these techniques worked ?
