It used to be called an "Exit Strategy" and was required by the Wienberger doctrine to prevent new Vietnams... funny people who are old enough to know good and well about the Weinberger Doctrine don't and instead use the term "cut and run"

According to Weinberger Doctrine should the US be stuck in a long drawn out and irregular conflict, such as Iraq... then we would withdraw to prevent a "new Vietnam" and the loss of American life. The military is here to defend our freedom, the president, and the constitution, not government plots.

Long drawn out wars are usually imperialistic and the result of state plans.

"There is never a time to cut & run in military situation." Its very funny that an ARMY Ranger and Officer would say that considering that "No New Vietnams" was once a slogan of the US ARMY and citizens in gerneral. The ARMY was the driving force behind the creation of the Weinberger Doctrine. Good to know people in our military know our military history.

the American public has no stomach for war or casulties, I think we would have be actually under military attack to really rally the people of this country. We have done little but cut and run since our fiasco in Viet Nam. We did and are still doing a good job in Korea. There is a misconception among our populace that we are all powerful. We are arrogant beyond words to describe. I hope and pray the reckoning will not be too severe.

The cut and run strategy is used to preserve your forces. This is done when your forces are being whittled down by constant attack and your own forces are unable to stop the attackers either do to lack of tactics or poor positioning of your forces. the term cut and run is a naval term to describe a tactic that is used when your ships are in danger of attack while at anchor. Example would be the Spanish armada cut there anchor lines to escape from English fire ships bearing down on the anchored fleet. This maneuver preserved the fleet from the attack but made the invasion impossible from that point on.

There is never a time to cut & run in military situation.
If a full Civil War breaks out ( not terrorist from other countries or mobs from within one city fight ) or if we are asked to leave, or if our mission is accomplished. The UN believes in 12-18 months our mission should be accomplished in Iraq. We will then come home as winners, not forced to leave with no accomplished goals.
"The military knows their purpose & do not want cowardly civilians, who do not know what the military reasons are, making their choices." A direct quote from my son, an US Army Officer & Army Ranger.
