I think getting Engaged would be fine, but make it a long engagment, don't rush into the marrage... maybe a 2 year engagement or something... gives the two of you plenty of time to plan things out...

Age is only a number. Look at eachother, do you want to grow old together, and spend the rest of your lives together? Divorce shouldn't be an option in your mind, if that is how you feel- go for it. Engagement is only a trial, thats why you get engaged before you marry. See where the new commitment takes you. Also, try moving in together if you're not living with eachother currently- that can show a lot about a relationship.

However it turns out, Good Luck!

There is no right time but being 21 and 22 and dating for over a year and a half seems reasonable to me.

There isn't a legal time to get engaged, you can get engaged whenever you want and are both old enough to get married already, do whatever you both want and don't listen to anyone else.
