If you're being cheap just to be a jerk, don't bother, but if you really don't have any other way, there's always a way. First, be nice to her, talk to her, open doors for her, be a gentleman. Once she starts to notice you, ask her out. If she doesn't want to go out with you, then just keep being friends with her. Once she sees somethings she likes in you, continue being nice to her, and it'll eventually pay out. You don't need a lot of money.

Take a realistic look at yourself, figure out what is hip and interesting and unique about you. Then, with total confidence go and ask this girl out. Confidence is very important, even a total dork with confidence will get allot more chicks than one who isn't. And most importantly, be yourself, if she's not interested, so what, tell yourself you deserved better anyway, and know that it is true.
