I have a relative who was petitioned by her mother in Nov 1996 and she was approved in Nov 1997 for her I-131 (Mexico). It has been almost ten years and we have not heard any thing else from USCIS. The Bulletin shows that they are processing Chargeability dates of 1993. Can anyone based in their experience please tell me about how long is the average wait from the beginning of the application to the moment you are approved to travel to the USA?

Please see www.travel.state.gov for the ever changing visa bulletin. This will tell you the current processing date. When the date equals the date of aproval, the visa number will be available. You are still looking at a long wait, they are very backlogged.

If the current priority date is in 1993 and the petition was filed in 1996, then your relative has at least another three years to wait.
