hmmmmmm...good question....really never thought about it!
I got my base phone plugged in thru my computer, but all my 6 phone extension plugged in to the electrical outlet...yes, there all take some electricity!

There is an emf of 50 volts running through your telephone apparatus at home (assuming you are in the UK) but at a very low amperage. The electricity supply is an independent one maintained by your provider which is why your telephone will work in a power cut. Signals are amplified and boosted at the foot box, local, area and district exchanges and carried via a cable to your house, unless you have a radio carrier, which is highly unlikely. Your telephone provider incurs a cost either in using or generating this power and this is passed to you as part of the line rental.
If you have a DECT telephone the receiver base and any slave cradles need to be plugged into the mains. In the case of the slave this is simply for recharging purposes but the base (or master) unit is in fact a radio transceiver in touch with your handset(s). As the signal comes into your house it is digitally encoded and super-heterodyned onto a short carrier wave and the circuitry for this needs power of its own which is not supplied by the incoming signal. The handset performs a similar function and of course the system is duplex. You pay for the power for this and last time I had to work it out the customer was paying £1.63 a year for it.

Unless you phone is portable, and plugs into a electricity socket you are not charged for the electricity.
The electricity required to make the phone ring when someone calls comes through the telephone socket. The same is for the electricity required while using your phone.
Whilst this is not charged directly to you, there is clearly a cost involved to the telephone company. But this is factored into call costs/line rental.

Your telephone land line is self powered from batteries in the local exchange, there is no extra charge for using it. It's part of the telephone service. If you have a cordless phone in your home the base station will use a small amount of electricity, perhaps £2.00 per year on your electricity bill.

as long as your phone doesn't plug into an electrical socket your electrical company won't charge you for the energy which is powering you phones.
whether bt, or your phone provider, build in the charge into their Service Charge, I don't know. It certainly isn't itemised as a chargeable item.
