It would be appropriate to tip him/her if good service is provided. The delivery person is a contractor for the airline, is paid minimum wage, and is not to blame for the mishandling of the luggage by the airline.

I was a Currier, I did not work for any airlines, I just got a work order and picked up the luggage and delivered it. That person is not responsible in any way for your luggage. So I can't tell you what to do, a tip every now and then was appreciated, but not required. I just thought this bit of info will help you in your decision making process.

the bus driver didn't mishandle the luggage someone else did so i would tip him/her it makes a persons day

If you want, after all, the guy who delivered your lost baggage isn't responsible for them getting lost in the first place.
