If one foreigner is at the university right now, with a UK student visa on his passport, it is possible to unjoing the university and change for a English School? Does the Home Office allow this change?

You will have to talk to the home office first. There are some English Schools that are not recognised by the home office so you will have to be very careful. Before you change you will have to reapply for the visa but with the right documentation it shouldn't be a problem. Another thing that you will need to bare in mind are the finances. You will have to show that you have enough money to support yourself.

Might need to undergo the same process like applying for/renewing visa (so that home office records are updated) ....may also have to produce good reasons for the change

This decision is at discretion of the Home Office.

You need to notify them of any change immediately with necessary supporting documentation such as the enrollment confirmation.

Yes you can, but this is up to the home office. You maybe asked why you are doing this.
