I want to send a gift certificate to my sister-in-law so she can purchase educational materials for my nephews. However, I want to avoid common suppliers such as Amazon.com because I then doubt the money will go to the kids. My brother spoils his children with toys, but doesn't honor family wishes to use money for more practical purchases for the boys. And he's not above using the money on himself.

Ouch, that is a tough situation to be in.
My suggestion to you would be first to find out what curriculum they use and get a gift cert directly from them (you may have to contact them and explain what you want to do, they may have to give your SIL a credit or something)
My second suggestion would be to find a bookstore in your/her area that sells homeschool supplies and get one from them. We have a homeschool bookstore in our area, plus a Christian bookstore (Mardel) that sells not only text books but other supplies homeschool families need.
Last one, there are two online places I know of with a variety of materials: www.lamppostpublishing.com

Before purchasing certificates for the online stores, however, make sure you find out what your SIL is using so you will know if they carry what she needs. The downside to the online purchases is that you have shipping fees that can offset discounts or make the materials more expensive.

Rainbow Resource is my personal favorite - they have 1000's of items (including educational toys, gifts, and kits) and generally have the best prices. It is a family business run by a homeschooling family. I don't know if they offer gift certificates, but you can check their website (or call them - they're very friendly folks).

Hi!
Try checking out your state education department website. I didn't home school, but I am told that here in NY there is an amazing support network for those who do. Look for a local teacher supply store. My daughter is a teacher in GA. and we go to a specialty store where they have an amazing supply of teaching supplies and educational resources. sue.
