I think it is ok. I do it myself. The only thing you have to watch is if it is from someone whos feelings you dont want to hurt or someone you know will ask "Oh so why dont you wear that blah I got you?" Normally I just tell my parents or a friend, even my boyfriend, "Oh thank you so much for this though, but well its just not me, Im going to return it or I know who will love this. Thank you! Now I dont have to spend my money, you just saved me a trip to the store." They normally give me stuff they know I like or money. Why not I dont mind if I give someone something and they regift, it only makes good sense why have a bunch of junk laying around.

I dont do it, but I have heard it is acceptable to give it to someone else (not the giver as you mentioned) Be very careful though!
I have exchanged things that are not to my taste at the shops for things I prefer more, especially baby gifts (got too many shirts for newborn - swopped some for older sized clothes) this was easy to explain to the giver and no-one seemed offended. This also works if you have duplicates.

Yes, providing you think about it and they really need, otherwise they might pass the gift on...and it could end up with the person who gave it to you!!
Could you approach the person who gave you the gift and say you thank them for their thoughtfulness, but you already have one...and do they still have the receipt? Some shops might accept the item back, but give you a credit note to spend in their store.

If you give it to someone that would appreciate it more, then go for it. There is no sense having something that is nice and perfectly usable sitting in a box in your closet just because it is not your style.
I would recommend giving it to someone that does not know the original giver though.....that might be a little awkward. You could give it to a Angel Network. We do this in our church, and it gives to local families that need items.

I see nothing wrong with it, but you have to make sure the giver doesn't find out that you regifted or it will hurt their feelings. That could cause alot of problems. Good luck!

I think it's a tacky. If you don't want it, why not just give it to someone who would appreciate it. But not as a birthday or Christmas gift. Just give it for no reason. Very classy!
