Try using this program to specify a smaller horizontal and vertical size of the jpeg (with the option to lock in the ratio). This will reduce the filesize without compromising the picture quality.

The file size is directly proportional to the size on the screen so to make the file smaller you'll need to make the picture smaller. Open the jpg in Paint, click on 'Image' on the tool bar and then 'Stretch/Skew'. In the stretch bit (top half) reduce the percentages.... keep both the same to retain the pictures shape. Making both horizontal & vertical stretch 50% will half the size of the picture and reduce the file size. make the picture as small as you need this way.

Sorry but you can't. Jpeg is a compressed file format it loses its quality when it is lowered in size. What happens is it throws out some of the data and only keeps what it can. You can change it in any jpeg editor.

Open with PAINT.
Image -> Stretch. Write 70% at Horizontal & vertical. Click OK & Save (As different name).

I edited my pics by shrinking them horizontally and vertically by 50% without any obvious reduction in quality. Try it and see.
