There is no such thing as God.
There is no such thing as race either.
Human beings have different skin color, eye shape, build characteristics, hair color, etc. because of factors like geographic isolation, environmental stresses, and limited genetic diversity within population groups.
If a small community consisted of 80% blonde people, 15% brunettes, and 5% red heads, and they were isolated on an island for 10 or 12 generations you could almost guarantee that the 12th generation of the population would be almost 100% blonde. Which sucks for me, cuz I like red heads. Because the entire population of the island is red head, does not mean they are a 'race' of red heads.
Characteristics like eye shape came about because of environmental factors and natural selection. A group of people who lived in an area where the sun reflected off of the snow and where it was cold during a large part of the year, naturally developed insulation around their eyes as a form of protection against such conditions over the course of several hundred generations.

Adam and Eve were the first humans. What race they were, I don't know. They were the first ones given a soul.
The rest of humanity evolved around them while they were in the Garden of Eden.

God had nothing to do with it. Differential evolution of species arises when you have physical separation (the flora and fauna of Australia being a classic example). Presumably there was migration of early H. sapiens from the African root stock northward to Europe and eastward to Asia, and these populations, isolated by ice ages and the long distances involved, developed separately into the Caucasian and Asian subspecies that we see today.

As the old age story goes, "In the beginning God Created Adam, and Eve to be a companion to him. They gave birth to 2 boys, one was good the other was evil, due to fighting rivalry etc.. their decendents spread out away from each other to distant lands, developing their own form of communications, and changing their physical characteristics to adapt to the environment around them."

Scientifically and Biblically, the answer is one race.
Scientifically because scientists studying DNA can trace all known living human organisms to one mother, a "mitochondrial Eve", from whom all races evolved.
BIblically because it doesn't say "created He them, red yellow black white, etc. etc. etc." It says "created He them, male and female (singular).
