A work party isn't the place to show off your girlfriend. You need to take into consideration how she dresses normally before buying her something like that. If she's normally modest, she's most likely not going to wear it. If she's less modest, hopefully she's intelligent enough to be aware that an office party isn't the place to "strut her stuff" and dress like a tramp.

I've been in a similar spot - so I know where you're coming from.
Get into her closet and find a dress or pair of shorts she usually wears. Get the size off of that. Then go to the store, explain to the salesperson how this is a gift, and get them to tell you where on her thigh the hem will stop. (After all, you can't very well get your girlfriend to model it for you.)
Give it to your girlfriend as a gift, saying you want her to wear it to the party. Making a big deal of how hard it was to find this one that is, "just right" will go a long way.

A work party is not really the place to wear a miniskirt though. Maybe you should buy her a bit longer skirt.

You may be giving the boss and your co-workers the wrong idea about your girlfriend. She can dress attractively without sending out the wrong signals that's she something that's she's not.

if i was you I'd leave it up to her to decide what she wants to wear, its her body, not your piece of meat you dress up to show off to everyone! and i agree with the others, people will think she's a tramp or a sl*t and people will try picking her up, god man, its her life, maybe she doesn't want people to think she's a prostitute! get a life and stop trying to live your girlfriends. You can ask her if she wants to wear it, but i doubt she will, who wants to be told by their boyfriend what to wear, I'd be so uncomfortable dressing like that in front of people that are acquaintances, friends and maybe even strangers!

Make sure she is good with it or she will spend the night being self conscious about her outfit and she won't look hot.
