Well, I would seriously ask him and his fiance to try to up thier budget at least to $500, but if not:

Location: I'd say do it in thier or a family member's back yard. That's free to use.
Food: they could do a pitch in reception like a BBQ something.
Music: Download/burn songs on CD's and play them on a CD player
Attire: borrow a nice white dress or buy a cheap summer dress; since it'll be a backyard to-do the dress doesn't need to be real fancy. The guys can just wear khaki's and a nice button up shirt of the same color, have the gm pay for thier own, and ask the bm's to buy a nice summer dress of their choice in the couples colors.
Decorations: Use wildflowers, or flowers that are in season, and go to a dollar store, you can get 100 tealights for $1, and it'll make a big affect. All candles are cheap at the dollar store, and they have some cute little vases too.
Officiant: Have a friend get ordained (sp?) and marry them.

Hope that helps...

Also, if it is a backyard to-do, remember decoration is key, so get crafty :)

No $200 is not a lot of money, but who says the wedding has to cost a lot? It is possible to do a wedding on that budget, it won't be fancy, but you can make it cute if you use the suggestions I gave you. I have done 5 weddings for $500 for couples, and they loved them, and the guests had great compliments and everyone had a good time, it is do-able.

maybe ur client isn't a bum. Maybe the future couple are the only ones paying for everything. Thats how it was for me.

Have a "casual wedding". The couple dress up somewhere in between church dress & wedding dress. The people attending dress in what their comfortable in. If the bride hasn't found her dress yet, have her look at dept. stores & online. Prom dresses & the such are usually cheeper then actual bridal gowns.
For food, serve stuff thats cheep to make but feeds alot. Sourcrout & pork, meatballs, Cheezeburgers, potatoe salad,ect...
For the reception, go to the doller store...Streamers,bollowens, Fake flowers in mitch-matched vases as centerpieces, or bowls w/ marbles/pebbles in them.

A budget of $200 is unrealistic. The cheapest any wedding could go for would be 3-5k and even then it would be pushing it...you might want to think about going to the JP and then waiting a few years to celebrate your anniversary with a reception-type party.

Firstly I would advise they the client to change wedding planners, as you can't be very good at your job if you post this question for inspiration! You are supposed to make peoples dream weddings come true, no matter what the budget is, now get off your *** and do some work!

if you're in the states, good luck! you can't rent a church, reception hall, or tuxes for three groomsmen for 200 bucks! tell them to go to a justice of the peace and have some one with a video camera record the ceremony. they can actually do it in a court room, which looks a little nicer than at the j.p.'s desk. charge them the other 180 bucks for your fee and wish them many happy anniversaries. honestly, with that kind of budget, why would they even think about spending a penny on a planner?

If you were truly a wedding planner, you would know what to do in this situation. If I was one, I would have a minimum rate - you know, like the couple has to spend no less then $15,000 on their wedding plans. That way, it would completely weed out the riff raff. This guy, whoever he is, is the world's cheapest man. I feel for the poor woman marrying him.
