try emptying and putting the bowl upside down so that they can't get in. eventually it'll stop trying.

Preventative measures such as leaving water in the bowl may work... and the resultant harm (not to the cat but to his / her attitude toward you) may be minor and short-lived if you're lucky. Its not a bad idea... generally... though some felines are more stubborn than others about what they will and won't do in that respect.
Actively removing the cat from the bowl or spraying him / her will earn serious resentment from the master feline, and is strongly discouraged.

I'd say that typically the best option is to encourage said feline out of the washing bowl by offering them a better alternative. If you can find them a much better place to curl up and sleep (and consistantly encourage them toward this alternative if they choose the bowl again on each occasion) then they should give up on the washing up bowl altogether in favour of the place you chose for them... That is to say they may consider your alternative a worthy offering and graciously accept it.

I have raised quite a few cats with my mom and a few of them liked to climb in the bath or the sink when we were done. We thought this was rather strange untill we discovered it was drinking the fresh water from these places and wouldn't actually drink water from a bowl. However if your cat is well watered and you know it is drinking try double sided sticky tape near the bowl on the worktops. I have done that with several cats to put them off jumping on my kitchen worktops and withen 3 days of getting stuck in the tape they stopped. Mind you I do not use a lot of the tape I put it down in 4 inch strips so it was easily taken off the cat without too much hair loss.
Believe me it works.

My cat does a similar thing. She sits in the bathroom basin until I run the tap gently for her to drink from. She is just mightily fussy about her water. I have to refresh her water bowl several times a day, or just run the bathroom tap for her! She will also occasionally use the kitchen sink but seems to prefer the bathroom!
I've now put a bowl in the garden to collect rainwater for her and she loves this.

Assuming there is no water in the bowl when you have finished washing up. Leave the bowl full of cold water to start with or get a plant water sprayer fill with water a spray cat as it tries to get in bowl this was recommended by my cats vet to stop them getting on kitchen tops worked for me and its not harmful

How about keeping a small amount of water at the bottom or you could just turn the bowl upside down might be a bit easier.

Remove the cat from the counter, each time the cat gets upon the counter, pick it up and put it down onto the floor.
In time the cat will stay down.

Use citrus ( or Orange ) washing up liquid. Cats hate orange juice and peel which is why so many people put it on their gardens to get rid of cats.

Scruff the cat and throw him in to the bowl WHILE you are doing them.
The water combined with the washing up liquid will probably scar him for life....

Alternativly find out why he is doing it -
Does he like the smell of the washing up liquid?
Is he taking a whizz in the bowl?
Does he just want a drink?

Of course you could always use paper plates, and avoid washing up altogether...
Cat will be scunnered then!
