Clean a small sewing needle or pin with alcohol. Carefully use it to poke a tiny hole in one side of the blister. It will not hurt, as the skin over the blister is dead and you only need to puncture that skin slightly. The blood inside will be able to drain out, so you need to have a tissue or a bit of guaze nearby to soak it up. You can press gently on the blister to encourage all the blood to drain out, until the blister will lie flat. Don't remove the skin covering the blister. After it has drained, cover it with a band-aid and keep it covered for the next few days.
You have gotten the blister because you pinched the skin or banged it really hard somehow, although possibly it could just be from rubbing. You need to figure out how you did it, and try to avoid that in future. If it's from your shoes rubbing, or the rubbing between your socks and shoe, you need to see about some larger shoes or better fitting socks.
As much as it hurts now, relieving the pressure will make it feel much better. Just leave the skin in place over the blister until it heals. Meantime, keep the foot clean and a band-aid on it for protection.
