Just what makes any good question: depth and thought behind it, respect, the horizons it opens, its ability to make people think and look for answers, not being biased or incudes/implies the answer within.

I'd say you're looking at two different kinds of questions there.
A religious question, in my humble opinion, is good if someone is asking about an aspect of a religion, be it faith or fact. It's seeking either knowledge or enlightenment--not agreement or conversion.
A spiritual question...I think these are far more personal, and tend to be questions regarding people's views on things that can encompass any religion, path, or lack thereof.
