To me, it doesn't look right. What's 706-032?
Is it new zip code? Use to be 5 numbers in order of
00-000.
Anyway, if this is the old address of your friend, you might can find her new address from the Taegu city hall.
Now, I don't think it can be done through Internet, your best bet will be find someone in that area who can help you, or visit there yourself.
Well, there is a Korea web site called www.daum.com, and it might have a people search, but, it's all in Korean.
If you can find some Koreans in your area, may be they can help.
