I am assuming you mean pre- heating a convection *** microwave oven before you bake.

Its ok to preheat as the microwave is not operating at that time it is the oven and grill coils and fan which is being operated.

Most microwave *** convectional ovens have a preheating setting. Put your oven on that setting and preheat it . it is safe.

Pre heating the oven is essential whether it is baking, roasting etc. because we need instant heat in the cooking process.The microwave on the other hand the heat is almost instant .So heating the microwave prior is not necessary

You don't pre-heat microwave ovens, only conventional ovens.

yes it does, you cant bake cake in the microwave unless its specially designed for it (the cake product i mean)
