I don't believe that necessarily holds true. Just because someone is "religious" doesn't mean he or she is necessarily a good person or one with morals. I don't think a person's inner state - whether inately good or inately bad - changes or can be judged according to whether one believes in God or not.

I'm atheist and can attest that Satan rules my dark heart because I didn't accept Jesus. Please forgive my lack of moral fiber. I will try not to scream so loud as to annoy you when I get gnashed by many small white sharp teeth.

My life is abysmal. I am cursed with a golden retriever that disrespects me by eating left overs out of trash bags. I think he is atheist too.
