to recieve money, paypal does charge but its not much. i believe the charges are less than 10% of what you recieve. so lets say you recieve about 30$, paypal will deduct about 2 or 3 dollars from it

The receiver pays 4.9% + $0.30 for payments from a credit or debit card, via a personal, not business, account. It is free for the sender. See link. There is also an extra fee for currency conversion. See notes on page.
