Look for someone acting suspicious. Then inconspicuously follow them until they do something rude. Then jump out and yell "AHA, I caught you doing something rude and acting suspicious!!!"

maybe a hidden camera or someone to follow them detective style. A bugged phone if legal.

find a large net, go after them and the moment they look away drop the net on them, you caught your self a new rude person,,

Fall in love with him.
He is bound to do those things if he is doing and you will know.
And if he doesn't do those things, anyway you won't be able to catch him doing that.
