Whole muslim world headed by religious leaders/schollars should come forward and discuss briefly/sort out problems about the terrorism which is mainly faced by the islamic world. This will be more effective rather than the problems discussed/measures taken by the non-muslim countries. What ever steps taken by the non-muslim countries against terrorism is considered as the action against muslim community.

Muslim leaders who get together discuss jihad in terms of forced conversion of the entire world to being Muslim. Any Muslim leader who doesn't agree with this would be murdered in a very public way just to make the point very clear.

How can any leader do it while Israel and USA are occupying other ppl land .I think end all kind of occupation and you will see many ppl say no to state and groups terrorism
