Why did she leave the children? Is she going through problems or is she just unfit to be Parent? Im thinking the latter based on what you have written. If that is the case and you want the children, Ask her to sign parental rights over to you and see if you can adopt them. If you don't want to take care of them, see if another family member can. With the foster system what it is this would be better for them than putting them into foster care. There are great foster parents out there but there also people out there who do it because they have an agenda and this would not be a situation for kids this young.Particularly because the mother abandoned them , these kids need love more than anything right now and they also need to feel wanted, so if you don't plan on caring for them long term it is much better to find another guardian now than to allow them to get comfortable because I fear that this will only hurt them more in the end. If you would like to keep them with you first thing you need to do is consult with an attorney to see what rights you have. My heart really goes out to you for being put in an unfair position and I give you credit for trying to do what's right for the kids. My heart is really breaking for them. Being left by their mother at such a young age is traumatic for them I'm sure and I hope it all works out for all of you.

If you contact family services and or child protective services they may take the children away from you, so contact an attorney. 171. How do I get a guardianship for a child? You will need a lawyer to ask a judge to appoint a guardian. The judge must believe that the guardianship is in the best interests of the child. Parents and/or the people taking care of the child must be told when someone is trying to get a guardian appointed. A judge will order a guardianship without the parents' consent only if the judge decides that there is some good reason for the guardianship.

If you need more money then ask her for money .
Um if you need help see if you cant put her in day care...
Um if you dont want to do this then let her know.
And if you BOTH WANT for you and your husband to take care of this baby,
get it legally done but make sure she can still see her children if thats what you both want.
Just make sure you dont do either without you both wanting to.
Because the things that you are going to get into and the way it has and will change your life is enormous, and if you try to get custody without her wanting to, the pain of losing a child is UNBEARABLE.
Maybe she needs help and maybe you and your husband can help her take care of her kids until she gets back on her feet and really teach her everything she needs to know or just pay for her or help her or whatever...
I would say find out what you both really reallyw want to do, deep in your hearts.

If you cannot get legal custody of them, you will want to get power of attorny, which will give you the legal right to make any and all important decisions on their part and the biological mother will then not be able to fight you over any decision. I'm pretty sure. A lawyer would help.

Go to the courts and apply for permanent custody. That is of course if you want to continue raising them. If not go to the court and try to locate her and force her to care for her children. Either way I wish you luck.

I say consult a lawyer about what can be done legally. It seems like she doesn't want to be a parent. Maybe you can get legal custody of them? Don't know if this is something you want?

Get a lawyer!!! And, unless you know for sure where she is, you might want to file a missing person's report. But I'd definitely consult a lawyer before doing anything else...TODAY!!!
