I think that the only way he would know is telling him and sending him messages in your expression and your words. If you are as bold as I am tell him that you think that he is cute, you like his vibe and start slow by asking him out for dinner or a drink of coffee and inform him that this is the best way to get to know each other. Hey its only one out of two things that could happen, he either goes out with you just to have free dinner or a drink or he really is interested and have been waiting all along for you to show some interest in him.

The only way I can think of is just to tell him but be proud of doing it. Don't expect him to respect it if you don't respect it yourself. Work not to look away when you say it. If he is disrespectful back, then at least you learned a lot about him that you needed to know.
However, why tell him you "like" him? (Why did you put "like" in quotes?) Why not just ask him out? That is, of course, if you are willing to pay the cost of where you want to take him. Don't be surprised though, if when you go out, he offers to pay for himself. Myself, I would probably offer.

Well if it's a boy then tell him you dont have cooties. If you mean a man, then just show him how you feel by talking to him. Almost any normal man will fall for a girl if she talks to him nicely and shows how much fun it would be to be with her.

Just look deep into his eyes and ask him "How are you?".If he is made for you. He will understand your feelings, if not quit him because someone else somewhere else is made for you and you will find him out at the right moment

i think the best thing for you to do is go and tell him straight up...u never know how he might answer you...and if he does not feel the same way then hey at least u tried...good luck!
