My friend said he missed my birthday but he did not forget !?

umm..isnt him "missing" your bday the same as forgetting all about it?? it depends what kind of friend he is for me to feel bad if hes a close friend then yes i would feel bad..bad if he was distant friend i wouldnt feel as bad...but i think you should show him that you can be a good friend, unlike him..so give him something small..

Why would you want to become the same person you just criticized? You should do whatever you would have done had he NOT missed your birthday.
You don't give gifts because you expect something in return. You give them (hopefully) out of the goodness of your heart.
(Besides, he'll feel like a real low slug when you remember his birthday and he is thereby reminded that he didn't remember yours.)

I'm not sure I understand. What does it mean to miss your birthday and what does it mean not to forget?
Did he apologize? Why would you treat him the same?

No, treat him as you would want him to treat you in the future. Teach this person how to treat others. Even if you never recieve the same treatment back from this one, the universe will take note. Create good Karma.
