Unfortunately it is the same for those trying to spot reduce fat from a certain part of the body, weight gain or loss in any form is an overall effect, sure you can help your self by training with arm specific exercises but if you want significant growth in your arms it will be a combination of diet and exercise.
Belive it or not training large muscle grops like your back involves in nearly all exercises your biceps, and training your chest and shoulders on most occasions incoperates your triceps (pressing moves not flys and laterals), so the focus directly on your arms should be minimal to avoid overtraining.
Dont listen to these fools telling you to do push ups the repetition range is to big to intiate growth, you need to be working with weights that see you fail around 8-10 reps this is the ideal range for muscle growth.

a bit of weight training three times a week would help,as it is so easy to over do it, and either damage the weak muscle, or put you off altogether so find out if there is a fitness club first so you can get proper training. A proper diet will help with your training.I was a member in a weight training club and I know , it will make you feel better and give you more stamina to face your day, but only if you keep to a regular work out .Have a go it will be worth it good luck .

I really depends on what you eat. U have to eat a lot of meat or use proteins. U also have to workout on ur arms. I suggest you work with one part at a time. Like first start of with just doing curl. When you burn like hell and that part of muscle from doing curl gets stronger you can do push up very easy and one thing leads to the next.

You need some weight training exercises. Push-ups is fine but so boring. Get some weights (dumbells) and learn about 'sets' this is the theory about doing sets of exercises with rests in between to allow blood flow and oxygenation of the muscles.
I had the same problem in my youth, now I'm in my 60's and my arms are still admired. Downside? shirt forearms are too tight !!

Age is a big factor.
Curls, pullups, dumbells, etc.
Buy the major magazines for mens fitness....You'll find everything you need.
