I personally, do not like small breeds (especially Chihuahua's) but I think the Beagle (small - medium sized) is a great family pet, if you have the time and energy to train them as a puppy. They can find ways to escape from your property (if left outside) and they can also be hard to train as they're smelling instincts often take over. They do not need a lot of grooming, a brush with a firm bristle brush once a day will be fine.
I would also recommend the CKCS (Cavalier King Charles Spaniel). They are a small sized dog which can make a great companion and do not require a huge amount of exercise. However, if you have small children, or plan on having children in the future, I would not recommend the CKCS as they can be very in-considerate to small children. They also need a fair bit of grooming.

Pugs are the cutest, and they have such funny personalities. They're great too if you don't have a lot of space, because they don't need or want a lot of space. They are so friendly to people and other dogs, and mine would never bite anything. Plus, they want to sit on your lap all the time, which I love, they want to be with you constantly. Get a black one, they're so fun.

A Cairn terrier, they are good mousers and easy to train. Toto from the
Wizard of Oz was one of these adorable dogs.

Yorkshire terriers (Yorkies) are great small dogs! They're playful and very energetic (and cute:). Somehow I'm not fond of toy poodles or chiuauas. Good luck!

Beagle. Because they like being indoors and outdoors. You can take them into a field, and they are energetic.
