Printing and publishing of newspapers and periodicals within India are governed by the Press and Registration of Books Act, 1867 and the Registration of Newspapers (Central) Rules, 1956.

According to the Act, no newspaper or periodical should bear a title which is the same or similar to any other newspaper or periodical already being published, either in the same language or in the same State, unless the latter is also owned by the same person.
In order to ensure compliance of this condition, the Government of India has appointed the Registrar of Newspapers, also called the Press Registrar, who maintains a register of newspapers and periodicals published in India.

You might want to consider licensing an existing magazine? What that means is you will sign an agreement to produce an established magazine from another country in your own region and language. I know BBC Magazines from the UK produce a similar title to the one you are proposing.
The start-up costs are generally less and you have the advantage of content which normally just requires translation. You then need to give a percentage of your sales and advertising revenue to the original publisher as part of the license ageement for using theit title, content and brand image.
Many publishers around the world are becoming increasing attracted to licensing as a way of developing their brands around the world, wheras local publishers find it easier than starting a magazine from scratch.

Rules and Regulations are country-dependent. If you intend to publish from India, you got to register with Press-Registrar, where the process itself is subject to acceptance of latest rules /regulations.
However the news-source must be permitted in advance if it is not from your original-editorials, as the news articles are copy- right protected.
It is definitely a very good positive step forward to publish in regional language (malayalam) to the scientific / pro-science community. It is high time that customer base is developed and /or increased in terms of readerships for such near-novel idea so that more and more young minds will be attracted to the vast sea of opportunities in the pure science streams, instead of the traditional fight for the MBBS and/or Engineering entrance-seats prevalent in Kerala.
