Or is that a completely different thing? If I can, are the measurements the same?

Vanilla Powder can be used for any recipe that calls for vanilla extract. It will add more flavor to your baked goods or drinks than ordinary vanilla extract. Its made from hand picked vanilla beans and doesn't contain alcohol.
Substitute 1/4 teaspoon vanilla powder for each teaspoon vanilla extract called for in a recipe

Yes, you can substitute vanilla powder or extract, for a while that was all I had in my home and so I used it constantly. It is a little stronger than extract. The other day my sister(who has been cooking for over 50 years) told me she ran out of extract and was using her vanilla powder.
So see, it is fine to substitute it.

People who prefer not to use an alcohol-based extract can substitute natural vanilla flavor found in natural and specialty food stores and some supermarkets. It usually is made with a glycerin or a propylene glycol base. Although the flavor comes from vanilla beans, it doesn't fit the FDA profile for extracts, so it must legally be called natural vanilla flavor.

Note: The texture of natural vanilla - especially in a glycerin base - is viscous and a little darker than vanilla extract. It also smells somewhat different. In uncooked foods and beverages it tastes fairly similar but with a slight aftertaste; in cooked or baked foods, it's more similar to extract.

What do the directions say? Vanilla powder is called VANILLIN and is an artificial flavor. It is usually a LOT stronger than the extract.

Yes, but use it in equal measure when substituting for vanilla extract.

Yes. Read the label on the powder to see if you need to make the adjustment for volume. Also, vanilla powder more than likely is vanilla sugar.
