Yes I believe that Satan does have power to create a natural disaster, but God puts limitations on what he can do.
Job:1:12 "All right, you may test him," the Lord said to Satan. "Do whatever you want with everything he possesses, but don't harm him physically." So Satan left the Lord's presence.
Job1:19 "Suddenly a powerful wind swept in from the desert and hit the house on all sides. The house collapsed and all your children are dead."
Job was a model of trust and obedience to God, yet God permitted Satan to attack him in an especially harsh manner. Although God loves us, believing and obeying him do not shelter us from life's calamities. Setbacks, tragedies, and sorrows strike Christians and non-Christians alike. But in our tests and trials God expects us to express our faith to the world.

You don't want to give the devil too much credit. It would look like God wasn't in charge after all. The only way you could blame natural disasters on people would be something vague like global warming or something indirect, like sin (as Falwell & Robertson suggest, but it still means God has the responsibility). So it's God or nothing.
Think about it. If Satan actually causes natural disasters, how does knowing that help? We already know he's a bad guy. Whether it's him or a geological fault doesn't make much difference to the victims. Should God punish Satan? More, I mean? (Whatever that means). How would that matter to us?
Mother Nature? That would be anthropomorphizing random chance (not a theistic answer). You could just as easily blame Father Time, since every disaster happens at a particular moment. If bad things happen that we can't control, either God is causing or allowing them to happen. The moral implications of that have been debated for centuries.

Only God has control over His creation. Satan works on tempting human beings only. He can't make a hurricane or a volcano destroy the earth and people. He destroys our souls. God made the earth in a way that "nature" takes it's course. But once in a while He will make a natural disaster occur to a certain area to warn people, to make them think again of their ways. He made creation and He can control it whenever He sees fit. Satan didn't create anything but his own evil pride and jealously and hates God so much that he tries to take His creation of humans away from Him. Satan doesn't care if we end up in hell, he just doesn't want us in Heaven.
We do blame Satan for peoples' evil ways, though. God is all good, perfect love and He doesn't tempt people to do anything. He wants our obedience, our love for Him because WE want to, not because He tempted us or made us do it. Satan doesn't have that love so he using lies and temptations to get us away from God.

I think that when it comes to natural disasters like hurricanes, earthquakes, volcanic eruptions and meteor strikes, God is very much the first person we think of, not the devil. Obviously, the devil is not in charge of such huge things. He's like more into murdering and lying. He enjoys taking away life, but more than that, he loves when a soul falls.
Dying from a natural disaster is not murder. Dying from someone sticking a knife into you or from poison or from gunshot wounds, or vehicular manslaughter...hate crimes all belong to Satan.

It comes from a sort of unstated "mother-nature" type belief inherent even in Christians. We believe God to be the Creator, therefore he is responsible for nature. In the bible, all the displays of nature's power were by God, not Satan. The flood, plagues, pillars of fire, parting of the sea, etc... are works of God. Satan only tempted. He just used words to persuade people or possessed them. He affected people in a more direct manner. That is not the power of nature. That is not his role in our religion.
