18, unless a shop sets its own crazy rules. I THINK a few states require 21+, not sure on that, don't take my word for it. But generally a quick call will confirm the rules of age at the shop.
If you are underage and considering mods, keep in mind most artists and piercers can tell that the person with you is not your mother or father or legal guardian. Generally if you are underage and your guardian or parent is present and with you the whole time, there is no issue, but of course, shops can set their own rules about minors.

18 unless your are like 15 or older and your parents go with you and sign a waiver saying its ok ...some places will do it. My girlfriend got hers done at 16 cause her mom took her...but this was years ago.
