Just go over and make friends with him and then after you have talked to him a few time bring up that you go to bed at a certain time and that sometimes he wakes you up. Try to come up with a solution that works for both of you. Maybe on weeknights he could cut the noise off at a reasonable time and on the weekends you just may have to deal with it.

i had exactly the same problem with my neighbors upstairs! I wrote them a letter and told them i had a baby & to be respectfull. They laughed at me and kept making noise. a week later I called management and let them take care of it. Eventually they made so much noise they got evicted. I'm sure ur neighbors wont get that far, just write them A letter and see what happens. If they seem nice they might just keep it down. good luck with that

I had a problem like that several years ago. First go to your neighbor and tel them. if they do not listen. tell the landlord.then if it doesn't stop write a letter to the landlord specifying the tenant is in violation of the lease and is disturbing your peace . this should be in your lease agreement that the landlord promised you. make sure you send it certified and put on there that this is your first complaint in writing to the landlord. and make sure you certify the letter

don't try to be smart and send them an anonymous letter or prank them or anything... because that's what my friend did when SHE had a noisy neighbor... and lots of bad things hapenned to her.
just go up to him and say politely that the noise during the night is interrupting your sleep and can he please turn the colume down on w/e he's doing?
if he's as nice as you say he is, he'll be kind and agree to that, and there!
problem solved!

Go over and ask him nicely if he can keep it down after 10 because you need your sleep to work. If he doesn't listen, then you need to talk to the managment of your building and file a complaint.

Ask him nicely to keep it down. If he doesn't, call the police and let them deal with it. The police are not allowed to say who made the call/complaint, so don't sweat it.

Keep an eye out for ads in the mail and in magazines for hearing aids. Find one and tape it to his door with a 'kill him with kindness' note telling him you'd be happy to pitch in if he cannot afford it on his own...

Tell him you had a phone call from your mother and she thought you were having a party. Say you didn't realize he was so loud and would he please tone it down a bit cause mom calls every night and she's kind of hard of hearing.
