For example if you had 5 years in the national guard and you were an e-5, but then you went active duty? Would you get payed E-5 w/ 5 years time in service, or would your drilling weekends count towards time in service for pay?

You would be reduced by one rank, making you a SPC. You time in service will be calculated to show what your active time you will be allowed. Before making this decision, you should ask your guard unit to compute your active duty time to see how much active service you will bet credit for.

It depends how and why and what MOS you are when you go active duty as to if you will keep your rank.
Your drilling time will count for time in service for pay no matter what rank you come in as they count all the time from the day you swore in until now as long as you have no break in service.
The time will not count for an Active Duty Retirement unless you did some ADSW, Deployed, or were active duty for anything other than Basic, AIT, Drills, and Annual Training. The 5 years I was in the Guard I got 5 months counted toward Active duty retirement because I did 5 months of ADSW during that time. If you do have any additional time you need to get copy's of everything from your unit before you go active so you can get credit for it (unless you are just being activated then the unit will already know)

Your best to check that out with a recruiter. It's been too long since I retired and they may have changed what I remember and I don't want to give you bad advice.
