My parents have a cat that at exactly 8:00 pm comes and meows at my dad to go to bed so she can sleep by him. Animals have an internal clock. It's the same with birds knowing when and where to fly south in the winter, fish remembering what stream to swim up to spawn, etc. It's a animal thing and it is sorta spooky.

I think many times we don't give pets the kudos that are due. They are a lot smarter than we think. I had a cat once. Every night he would go out around 9pm. When he would leave I would always ask, "are you coming back tonight?" If he meowed he would always show up just before I went to bed. If he just looked at me when asked the question, he wouldn't show up again til the next morning. He also would scratch at the door like a dog when he was ready to come in.

Cats are very smart and very possesive. My husband had a male cat when I met him, named Boops. When I came over he would swat at me and get off the couch if I went to sit with Calvin. Among other jealous behaviors. Well when we put him outside so that we could...ya know? (since he would not leave me alone, he was being mean to me!!) He left. Never came home again. He was Calvins baby, and he was so upset with my presence, and he let me know. When I seemes to have been picked over him, he was very upset and left.
(Boops had been put out to go to the br and out when we left for a few hrs and always waitted under the house, so it's not like he walked off and got lost)
I believe cats are very intelligent and they have an amazing abilities.

As much as I respect cats, I suspect that yours may be responding to some timed stimulus. Possible he/she stays at the neighbors until the 10 o'clock news comes on and they throw him out.
But it is still very cool.

cats are very territorial and follow a routine of their own. they know when it's time to leave or go pee. cats are smart and curious. like my cat will know it's time for bed and she'll go lay on the edge of the bed and go to sleep. they learn what they need to do at certain times, it's almost like they have a schedule of their own.
