As all ready stated above the standardized system didn't happen till 1980, before such time most companies used there own system. Maybe a bit over kill for your question, but here is a history of the systems vw used for vins.

A 1971 anything does not have a 17 digit VIN. There was a uniform change to 17 digit VINs in 1980.

The serial number for identification is located on the drivers side dash panel,(you can see it thru the windshield). Its also located under the back seat on the frame tunnel,And also on a plate in the trunck near, or under the spare tire. This is usualy a 10 digit number. Perhaps there was a 9 digit at one time.

in 71 it very well could be just 9, it is stamped on the panel between the seats. the 17 number vin's came along around the mid seventies.

My husband just said to do this. Lift up the back seat, and the vin #'s you want are stamped on the "hump". Okay?
