The charitable minded people do donate liberally for a cause, if they are convinced the money goes to the needy. For that, there should be an organisation and it should be doing a good job, for which funds should be required.

It sounds quite unfair.
Don't you know anyone who is appealing for financial help is no better than a beggar.
If it is for some reasonable cases, approach some local media who may help you for the sake of publicity.
