It's a really, really bad way of saying "Cool!" or "Awesome!"

Yeah, truly horrible way of saying cool. Usually if you're saying it you're pretty much the opposite of cool and therefore really aren't qualified to be determining the "neat-a-reeno"-ness of something.

It means "awesome" or "cool." I wouldn't recommend ever using that phrase though because it's definitely not a part of today's slang anymore.
