i would say "Qué malo" which translates to "how bad" 'coz to be mean is to be not nice or bad.
"Qué cruel" could work too......... there's no exact tranlation for "mean".
for instance if someone is being mean/rude to you you should say
"No seas así"
"No seas así conmigo"
"No me trates mal"
"No me trates así"
if you see someone being mean to others and want to comment on it "Qué malo" "Qué cruel" would fine.
